Biosafety Clearing-House Mechanism

Focal point

The Order of the Ministry of Education and Science of the Republic of Kazakhstan № 579 dated December 20, 2009 aiming at implementation of the Resolution of the Government of the Republic of Kazakhstan  № 1282  dated December 26, 2008 identifies RSE “National Center for Biotechnology” under the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan as Biosafety Clearing House Focal Point (according to Cartagena Protocol on Biosafety)

National Center for Biotechnology as Focal Point of BCH renders assistance to exchange of scientific, technical and legal information and experience regarding living modified organisms and genetically modified objects.

Biosafety Clearing-House (BCH) is a mechanism for the exchange of information designed to assist Parties in implementing the Protocol. Many of the provisions of the Protocol requires Parties to provide information to the BCH, and this mechanism plays an important role in connection with the exchange of information on living modified organisms intended for direct use as food or feed, or for processing.

BCH focal point responsible for the confirmation of this data, communication with the Secretariat of the Cartagena Protocol on Biosafety, as well as for creation of a network infrastructure for sharing information in order to facilitate the operation and development of the Biosafety Clearing-House. BCH focal point is obliged to cooperate with the National Focal Point for the Cartagena Protocol on Biosafety, through the Ministry of Agriculture, the competent national authorities through the Ministry of Education and Science, the Ministry of Health, the Ministry of Environmental Protection and other ministries and departments of the Republic of Kazakhstan, scientific and university institutions in the biological and medical profile to obtain the information necessary for the exercise of powers in accordance with the requirements of the Cartagena Protocol on Biosafety.

The Cartagena Protocol on Biosafety

In accordance with the Law of the Republic of Kazakhstan dated June 17, 2008 № 43-IV «On ratification of the Cartagena Protocol on Biosafety to the Convention on Biological Diversity”, the Republic of Kazakhstan took on new international obligations. They consist in promoting adequate level of protection in the field of the safe transfer, handling and use of living modified organisms resulting from modern biotechnology that may have adverse effects on the conservation and sustainable use of biological diversity, taking also into account risks to human health and the special attention given transboundary displacement.

In accordance with Article 2 of the Protocol, Kazakhstan has committed itself to the development and adoption of appropriate legislation, the establishment of administrative bodies or duly empowered to existing ones, responsible for the implementation of commitments and legislation.

Competent national authorities

In order to ensure implementation of obligations  of the Republic of Kazakhstan under the Cartagena Protocol on Biosafety to the Convention on Biological Diversity, the Decision of the Government of the Republic of Kazakhstan № 1282 dated  December 26, 2008 – “About measures for ensuring implementation by the Republic of Kazakhstan obligations arising from the Cartagena Protocol on Biosafety to the Convention on biological diversity”

  • Implements administrative functions regarding Articles 8,9,10,12,21 of CBD;
  • Authorized to make decisions on import and export LMO and GMO.
